Preliminary Information on the Activities of the Communication Service under the Government of the Republic of Tajikistan in the First Half of 2024

The Communication Service under the Government of the Republic of Tajikistan operates based on the Laws of the Republic of Tajikistan “On Electric Communication”, “On Postal Communication”, and the Regulation “On the Communication Service under the Government of the Republic of Tajikistan”, approved by the Government of the Republic of Tajikistan on May 11, 2011, under No. 252.

According to preliminary data for this period, the total revenue based on the main economic indicators of the enterprises under the Communication Service, together with private operators and providers in the field of electric communication, amounted to 2,077,773,788 somoni. This represents an increase of 9.3 percent compared to the same period in 2023 (1,900,982,423 somoni).

As of this period, 73 economic entities hold licenses to provide services in the field of electric communication, operating with 208 different types of licenses for electric communication services. A total of 125 permits and 160 certificates of conformity for electric communication equipment have been issued to legal and physical entities.

One telecommunications company has been granted a license for direct access to high-speed internet, which is a timely step towards providing citizens of the Republic of Tajikistan with internet access.

In the Republic of Tajikistan, the total number of users connected to electric communication networks after the enactment of the Government of the Republic of Tajikistan’s resolution “On the Procedure and Requirements for Connecting to Electric Communication Networks and Related Services” is 7.8 million, of which 4.8 million are active subscribers. The number of internet users, including mobile and fixed internet users, is 4.18 million.

In the first half of 2024, OJSC “Tojiktelecom” provided services amounting to 93,729.8 thousand somoni, fulfilling the planned target (92,761 thousand somoni) by 1% more. Compared to the first half of 2023 (77,540.7 thousand somoni), this represents an increase of 20.9% or 16,189.1 thousand somoni. The number of clients with benefits is 6,420. During this period, services provided to beneficiaries amounted to 110 thousand somoni, all of which was paid from the state budget.

According to the financial and economic activities of SE “Pochtai Tojik” in the first half of 2024, the total revenue of the sector amounted to 4,584,132 somoni, which is an increase of 33,412 somoni compared to the same period in 2023. The total volume of correspondence was 362.1 tons, which is 302 kg more than last year. The volume of outgoing correspondence was 14.22 tons.

It is estimated that there are 210 users of radio-electronic devices (RED) in the republic. Of the total number of RED users, 160 are in Dushanbe and RRP, 34 in Sughd region, 11 in Khatlon region, and 5 in Badakhshon region. The total number of RED is 28,364 units, which is 101% or 200 more than in the same period of 2023. Of the total number of operating RED, 11,174 are in Dushanbe along with RRP, 8,182 units in Sughd region, 7,445 units in Khatlon region, and 1,763 units in Badalhshon region.

During the first half of the year, 220 RED units were registered. One radio-electronic device was deregistered.

In order to implement the Presidential Decree of the Republic of Tajikistan “On Expanding Cashless Payments” dated June 22, 2023, No. 586, 157 base stations were installed over the past year, and 148.28 kilometers of fiber-optic communication lines were laid and put into operation to expand the uninterrupted operation of base stations and access to high-speed internet.
All private sector companies in the telecommunications field benefit from all available incentives and freely conduct their technical and financial-economic activities. During this period, the Communication Service received 51 appeals from individuals and legal entities, of which 39 received specific responses, and 12 are under review.

As a result of the consideration of cases on administrative offenses, decisions were made to impose administrative penalties on 8 individuals and legal entities amounting to 195.7 thousand somoni in favor of the state.
