Conducting monitoring in switching and network management systems and drawing up administrative protocols for mobile operators
In order to fulfill the instructions and orders of the Government of the Republic of Tajikistan to provide high-quality electronic communications services, especially mobile communications services, specialists of the Communications Service under the Government of the Republic of Tajikistan, according to the work plan, monitored the operating condition of the equipment and network systems of mobile operators in various regions of the country.
As a result of monitoring and testing, it was established that there are serious technical shortcomings in the activities of the country’s mobile operators – Indigo Tajikistan JSC, TT Mobile JSC, Babilon Mobile JSC and Takom LLC. which is one of the factors becoming the main reason for the decline in the level and quality of mobile communication services.
The working group found that not all base stations and network transport equipment in the mobile communication system are in working order on the territory of the republic.
In connection with any failure, malfunction of equipment and other elements of the mobile communication network, as well as failure by the operator to comply with the terms of license agreements within the limits of its powers, relevant documents and protocols were drawn up through the relevant divisions of the Communications Service of the Government of the Republic of Tajikistan, and in relation to the mobile communication operator in within the framework of the current legislation of the Republic of Tajikistan, the necessary measures have been taken and administrative fines have been imposed.
In particular, I would like to note that, taking into account the results of monitoring and testing of the country’s mobile operators, technical shortcomings were identified, within the framework of the current legislation of the country, Indigo Tajikistan JSC, TT Mobile JSC. , Babilon Mobile JSC and JDMM Tacom drew up protocols and determined administrative fines.
The management and officials of the country’s mobile operators have been given 7 days to eliminate serious technical deficiencies, during which all existing systems and equipment of mobile communications networks must operate flawlessly and in accordance with the terms of the license agreements.
The Communications Service under the Government of the Republic of Tajikistan monitors and checks the performance of equipment and network systems of mobile operators in all regions of the country according to plans and activities.
In order to fulfill the instructions and orders of the Government of the Republic of Tajikistan to officials in the field of communications, which are aimed at ensuring the well-being of society, in order to adapt electronic communications services, especially mobile communications, to the standards and requirements of the industry, the Communications Service as an industry regulator uses all legal means and tools and forces mobile operators to meet the requirements of their services.
The process of monitoring the technical activities of networks of mobile operators is permanent, and in case of detection of defects and malfunctions and inactive state of base stations and other network systems and equipment, as well as non-compliance with the terms and conditions of the license agreement, for the relevant object, within the framework of the current legislation of the Republic of Tajikistan , more drastic measures will be taken.
